And the undisputed leader turned out to be Cannes, scoring an impressive 9.67 out of 10 possible points.

Adobe analysts studied data on 183 settlements across the country - from metropolises to small communities. The calculation took into account not abstract “impressions”, but strict objective criteria:

Density of cultural events - the number of festivals, exhibitions and concerts per capita. Infrastructure - the number of museums, galleries, theaters, concert halls and creative studios. Educational potential - the presence of specialized educational institutions (art schools, film schools, design faculties). Labour market - the number of open vacancies in creative industries (design, animation, media, architecture). Cannes surpassed recognized cultural giants such as Paris, Lyon and Bordeaux, thanks to the unique combination of all these factors with a relatively small population.

🎭 Festival record: 31 events per 75 thousand inhabitants

The main trump card of Cannes turned out to be an incredible concentration of festivals. The study showed that the city regularly hosts 31 official festival events per year. This number becomes even more impressive when considering that the permanent population of Cannes barely exceeds 73 thousand people.

Of course, the famous Cannes Film Festival takes the top spot, but the list does not end there. Cannes also hosts MIPCOM and MIPTV - the largest global markets for television content, the Cannes Lions advertising festival, as well as numerous gastronomic, musical and artistic forums. The city lives with festivals all year round, turning every season into a celebration of creativity.

In addition to events, experts noted the impressive infrastructure. Cannes has 28 professional cultural venues - theaters, concert halls, exhibition spaces and multimedia centres. But the density of cinemas stands out: in terms of the number of cinemas per capita, Cannes is among the top three in all of France. This is not surprising for a city whose history is inseparably linked to the seventh art.

The city administration enthusiastically welcomed the news. In an official statement, the mayor’s office emphasized that this result is not a coincidence, but the result of many years of strategic work to develop the cultural and creative cluster.

“We invested in the renovation of old venues, supported young studios, and created conditions to attract international projects,” a representative of the mayor noted. “This recognition confirms that Cannes is not just a resort and a red carpet, but a living, breathing ecosystem of creativity.”
