Conflict between the mayor of Saint-Raphael and the opposition education inspector brought to the municipal council

At the meeting of the Saint-Raphael Municipal Council on June 29, a conflict erupted between Mayor Frederic Masquelier and opposition member Emmanuel Cocuss, appointed as the education inspector in the region.

Conflict of Interest

Opposition deputy Emmanuel Cocuss accused the mayor of “abuse of power” for attempting to block her appointment as the education inspector in the Frejus-Saint-Raphael district. Cocuss stated that she was appointed in full compliance with the regulations and intends to combine work with caring for her 90-year-old mother.

Mayor’s Position

Frederic Masquelier claims that he challenges the appointment due to concerns about violating the principle of neutrality of a civil servant. “How can someone who systematically attacks the municipality observe neutrality?” said the mayor, referring to Cocuss’s past critical comments on the city’s educational policy.

Legal Perspectives

The mayor has sent requests to the prefecture and academic leadership, and has not ruled out legal action. In turn, Cocuss has received support from the Ministry of Education, including the Order of Merit.

Context of Conflict

This is not the first conflict in Saint-Raphael between the administration and critics. Previously, the mayor has taken journalists and other opponents to court, leading to accusations of attempting to silence critics.
